Objectives & Strategy
- Boost milk procurement: Increase daily milk collection by dairy cooperatives from 660 lakh kg (2023-24) to 1,007 lakh kg by 2028-29.
- Expand cooperative coverage: Strengthen and create 56,000 new Dairy Cooperative Societies (DCSs) and improve 46,000 existing ones.
Enhance market access:
- Extend cooperative procurement to uncovered areas, particularly in states like Uttar Pradesh, Odisha, Rajasthan, and Andhra Pradesh.
- Empower women: Leverage 70% female workforce participation in dairy cooperatives for economic and social growth.
Implementation & Funding
- National Programme for Dairy Development (NPDD) 2.0: Financial support for procurement systems, chilling infrastructure, and training.
- Funding: Rs 40,000 assistance per cooperative from NDDB.
- Pilot projects: Initial testing in Haryana, Madhya Pradesh, and Karnataka successfully established 79 new DCSs.
Current Dairy Sector Landscape
- India leads in milk production: 230.58 million tonnes (2022-23)—far ahead globally.
- Slower growth rate: Annual increase dropped from 6.47% (2018-19) to 3.83% (2022-23).
- Economic impact: Dairy sector provides livelihoods to 8.5 crore people, mostly women.
- Market structure: 63% of milk production reaches the market but two-thirds operates in the unorganized sector.
